HEMA also has several programs that we directly operate and manage, or are a part of. We created the Holbrook Citizens Corps Council, which is used to coordinate the activities of the Volunteers in Police Service (VIPS) and the Community Emergency Response Teams, both of which provide training for residents in disaster preparedness and make us eligible for state and federal funding.
The Radio Amateur Civil Emergency Service, a program sponsored by the Federal Emergency Management Agency, uses trained Ham Radio Operators to provide communications links between local, state, and federal agencies. We can also communicate with many private organizations that provide services during disasters, such as the Red Cross and the Salvation Army, using ham radio.
The Shelter Team is a new program that HEMA is starting. We are enlisting the assistance of local residents and are training them to manage and staff our emergency evacuation shelters. Our shelter staff will be a major part of a response to a major emergencies.
The Medical Reserve Corps, originally sponsored by the Town of Randolph with the participation of the Towns of Avon, Stoughton and Holbrook, provides a trained pool of volunteers for use during pandemics or other times when the resources of local medical facilities are overwhelmed. HEMA is an all volunteer town department dedicated to serving the town in several ways. Emergency Management is a support and resource agency. It does not respond to building fires in the town, crime scenes, or other recurring disasters. The department is not equipped to respond to many of the routine emergencies which the community can see on a frquesnt basis. Instead, Emergency Management works with local, state and federal officials to prepare disaster response and mitigation plans so the town can respond to emergencies as efficiently as possible.Our volunteer staff also conducts public education classes for residents to help them prepare for different emergencies, including fires, utility failures, and winter storms.
During major emergencies, we will be a part of the staff in the Emergency Operations Center, tasked with maintaining radio contact with the Massachusetts Emergency Management Agency, locating resources by referring to the Comprehensive Emergency Management Plan (CEMP), and by supplying a pool of volunteers who work as part of the Auxiliary Police, RACES, and Shelter Teams.

The Holbrook Emergency Management Agency is always looking for new volunteers. We conduct training with other area Emergency Management Agencies and disaster response organizations. We also can send qualified members to training sessions with State and Federal agencies, some of which may be conducted out of state and at minimal cost or even free of charge.
The work that that we do can be beneficial to the community, but isn't as visible as that done by the Police, Fire, and Public Health Departments. All volunteers must pass a background check, and be willing to integrate into our chain of command. We work closely with local, state, and federal agencies so the ability to work as part of a team is extremely important. Prospective members can be as young as 16 years of age with parental consent. Some volunteers may be able to earn a Presidential Volunteer Service Award.
