The
Town of Holbrook uses several radio frequencies for the day-to-day operat=
ions
of the town. You can place =
these
frequencies into your radio scanner.

Radio Amateur
Civil Emergency Service (RACES) |

HEMA
has a small number of licensed Amateur Radio Operators who are authorized
under Part 97 of the FCC rules to relay messages to and from Federal, Sta=
te and
Local authorities during declared disasters. The RACES operators are managed =
by the
Communications Officer for HEMA, with a RACES officer who is responsible =
for
coordinating the activities of the RACES operators. “RACES is a special part of the a=
mateur
operation sponsored by the Federal Emergency Management Agency (FEMA). RA=
CES
provides emergency communications for civil preparedness purposes only. R=
ACES
is conducted by amateurs using their primary station licenses or by exist=
ing
RACES stations. In the event that the President invokes the War Emergency
powers, amateurs officially enrolled in the local civil preparedness group
would become limited to certain frequencies, while all other amateur
operations would be silenced.” (Races.net) The
primary radio frequency used by Holbrook for the RACES is 146.865MHz Shar=
on
Repeater. Any
ham radio operator who has a Technician class license or above can become=
a
RACES operator for the Town, and you do not need to be a town resident. The
Communications Officer and the RACES Officer for the Holbrook Emergency
Management Agency currently is KA1LKB. The
town is fortunate to have some volunteers helping out the town as races
operators.

is also working with Avon, Randolph and Stoughton in the RACES program, a=

is recruiting more. Anyone

“The
Amateur Radio Emergency Service (ARES) consists of licensed amateurs who =
have
voluntarily registered their qualifications and equipment for communicati=
ons
duty in the public service when disaster strikes. Every licensed amateur,
regardless of membership in ARRL or any other local or national organizat=
ion,
is eligible for membership in the ARES. The only qualification, other than
possession of an Amateur Radio license, is a sincere desire to serve. Bec=
ause
ARES is an amateur service, only amateurs are eligible for membership. The
possession of emergency-powered equipment is desirable, but is not a
requirement for membership.” (Eastern Mass ARES) In
addition to RACES operators, if an emergency affects Holbrook, HEMA would
contact ARES and request assistance from local ARES operators. If you are=

“The
National Weather Service relies on its network of trained weather spotter=
s to
report severe weather. This is part of a nationwide program called skywar=
n.
Real-Time reports from these skywarn spotters can be integrated with what=
is
seen on doppler radar to help the National Weather Service issue the most
accurate severe weather warnings possible. Every
spring and summer, several training sessions are held. They are open to t=
he public
free of charge. The session is about a two and one-Half to 3 hour slide a=
nd
video presentation which shows the cloud features associated with severe
thunderstorms and tornadoes. Examples from New England are stressed,
including damage photos from the 1953 The
training also stresses what types of phenomena should be reported. Upon c=
ompletion
of the training, identification cards are handed out along with a special
phone number for reporting directly to the National Weather Service.̶=

Community Emergency Response Teams and other programs administered by the=
Holbrook
Citizens Corps Council will be using various GMRS and FRS channels for th=
eir
practice drills and emergency operations. The GMRS frequencies require a l=
icense
from the FCC, while the FRS channels do not. |
